For DICE, this new tool will simplify the life of players, because it will make it much easier to both start matchmaking games that require a massive number of players, and keep them fun and active, as artificial soldiers will take the place of those who they disconnect in anticipation of new human soldiers.
With games of 128 players this choice was made to always keep the match balanced and make the alternation of players more dynamic.
Another situation in which the Bots will be comfortable is during co-op games , where you can face virtual opponents or solo, when you want to try out the new weapons, skills and maps in peace.
When there will be compact team modes, however, you will not be able to choose to play with the AI Soldiers, but you will need to find companions in flesh and blood.
