The other bullets have moisture damage and only 2 were good.
A lot of those look spent, but also still have the bullet in them.

I think this actually happens when you only have space for two more bullets in your inventory, not that there is only 2 bullets on the ground
This is like when they leave out the Halloween candy that says take two, and your mom makes sure you don’t take all of it…
Oh and your backpack is too full to pick up those two bullets cause it already has 2 arrows and 6 bullets, also a bottle, don’t even think about picking up that brick… and geez 3 bandages and three scissor pieces?!? What else are you trying to pick up… a straw!?

Plot twist: its actually more ammo then that, the problem is that the player’s inventory is at his max capacity.

The real pain is the amount of times I’ve seen this reposted. Reminds me of Divinity Original Sin Two where you go into a cave with multiple gleaming chest high piles of gold….and you point to one and it says “80 gold” or something….

Schroedingers enemy. They have both enough ammo to fire at you forever but only enough to drop 3 bullets when killed.
Look, if they just put 2 bullets on the ground there you wouldn’t even see them. Heck, if you wanted realism why not demand a realistic damage system where one shot to the torso and your character suffers critical damage. A modern system with guns where even if you are wearing a bullet resistant armor you take huge amounts of damage that require days if not weeks to heal.
I’m sure that would be a fun game. /s
